ANM's new digital protocol: what lies ahead?

The National Mining Agency (ANM) is beginning to convert its document reception and filing services to digital format. On 10 July, the agency published a notice on its website about the upcoming changes to the way documents and processes related to mining matters.

The change is part of the Federal Government's guidelines for reducing bureaucracy, established by Decree No. 8.936 of 19 December 2016, and represents the beginning of the conversion of the services provided by the ANM to the digital medium.

With the announcement made by the agency, some questions remain about future changes:

  • How does the new protocol work?
  • How can I obtain a digital certificate?
  • What are the advantages of the new protocol?
  • When will it be possible to file documents via the web?
  • Will it still be possible to use the physical protocol?

How does the new protocol work?

In the new protocol channel, citizen interaction with the ANM's digital public services will take place electronically, through the Digital Protocol. In this new format, the citizen, whether an individual or representative of a legal entity, will be identified and authenticated by the Single Login - acesso.gov.br, a unique digital user authentication tool developed by the Federal Government, associated with the use of an ICP-Brasil compatible digital certificate.

How do I obtain a digital certificate?

The Digital Certificate is a digital signature with legal validity, guaranteeing agility and security for electronic transactions and other services via the Internet . This electronic document follows the standards set by the Brazilian Public Key Infrastructure (ICP - Brasil), which always seeks protection in the digital sphere.

During the transition period (1 year), all those already registered in the Register of Mining Rights Holders will be able to use the Digital Protocol via the single sign-on account, without the need for digital certification.

 

What are the advantages of the change?

Some of the expected benefits of this transformation for miners are:

  • Elimination of the need to travel to file documents;
  • No more waiting in queues at protocol counters;
  • Elimination of costs related to printing and copying paper documents;
  • Greater security, transparency, practicality and agility in the services provided by the agency.

 

When will it be possible to file documents via the web?

According to the ANM, there is still no official date for the digital filing platform to start operating. However, the system is expected to start operating later this year, between August and September.

 

Will the physical protocol cease to exist?

Also according to the ANM, the projection is that, with the implementation of the digital protocolisation platform, the entire process will be maintained only via the web, with the aim of permanently eliminating face-to-face service.
